Prior to his time with Continental, Tim served as Chief of Staff to Congressman Dan Meuser, a key member of the House Financial Services Committee. In this role, he shaped financial policy, led oversight efforts, and drove bipartisan legislative initiatives—including the FIT 21 Act, landmark cryptocurrency legislation that passed the House. He was instrumental in addressing debanking concerns in crypto, lending, and energy, while opposing Basel III regulations and other restrictions on capital access. Tim also played a key role in investigations into the FDIC scandal, CFIUS oversight, and regulatory overreach from agencies like the CFPB and SEC.

Tim has spent years at the forefront of government relations and lobbying, advocating before Congress, the Executive Branch, and state legislatures. Before his time in Congress, Tim also held key leadership roles in state government, driving policy innovation and fiscal reform. As Executive Deputy Secretary of the Pennsylvania Department of Human Services, he helped oversee the state’s largest agency, managing a $27.5 billion budget that served 2.5 million residents. He spearheaded efforts to modernize Medicaid managed care, strengthen program integrity, and implement cost-saving measures that improved efficiency and service delivery.

Earlier in his career, Tim served as Deputy Chief of Staff and Director of Policy for the Governor of Rhode Island, where he played a pivotal role in shaping groundbreaking policies. He was instrumental in designing the nation’s first Global Medicaid Waiver, which expanded services while saving the state $100 million.

In tax policy, Tim championed initiatives to preserve incentives for renewable energy developers and facilitate foreign investment in Subchapter S Corporations under the Tax Cuts and Jobs Act.

Beyond policy, Tim has been deeply involved in political strategy, fundraising, and campaign operations, supporting members of Congress, U.S. Senators, and gubernatorial candidates in advancing their legislative and electoral goals.

Tim is a graduate of The Catholic University of America with a bachelor’s degree.
